Do meals while travelling count as meals, or as travel?

It doesn't seem fair that they'd count as meals (at a 50% deduction rate), but what do I know.

Does anyone know the answer to this?

Meals count as Meals
I think the reasoning is that "eventually" you'd have to eat anyway.
